PIDC is excited to welcome a group of talented new members to its staff. Each brings exceptional experience to PIDC and will work hard to carry out our mission of driving growth to every corner of Philadelphia.
Meet Arthur Gimenez, Director of Business Development with a focus on Small Businesses and Neighborhood Development.
“I’ve wanted to work for PIDC because I love its mission of supporting the development and growth of small businesses. I know firsthand how important small businesses are to communities because my father started a humble foreign exchange store in the Queens borough of New York City in order to support our family.”
“In my current role at PIDC, I am honored that I can help diversify and grow Philadelphia’s small business sector. Previously I worked at The Enterprise Center Capital Corporation, where I served as Director of Capital Lending for the past 4 years. In that time, I evaluated business plans and financial statements of small businesses and help to originate about $3,500,000 of new loan dollars in over 80 small business deals ranging from $2,500 to $200,000. I was particularly focused on increasing lending to under-resourced minority businesses. Prior to the Enterprise Center, I worked for 6 years in consulting for Accenture where Philadelphia-based Comcast Cable was a major client. I work with small businesses typically with revenues from $150,000 to $10,000,000 that come from any industry and are in need of financing to help expand their operations. I also work with commercial real estate developers by providing affordable financing to fill funding gaps in small to mid-size scale projects located throughout Philadelphia’s neighborhoods.”
“I am looking forward to meeting small business owners and developers that have a unique story behind them and have a desire to stay and grow in Philadelphia.”
“When I’m not at work, my favorite place to eat is American Sardine Bar because it has a delicious menu and it’s conveniently located in my neighborhood. During the summer time I love bringing my 2 year old son to the spray grounds at Dilworth Park.”

Meet Sarah Stroney. “I was excited at the prospect of helping multiple important economic and community projects come to fruition. PIDC has a great reputation, and I thought I would fit in with the hard-working and mission-oriented culture.”
“I previously worked for a non-profit development entity in Pittsburgh, PA where I analyzed, pursued, and executed the funding for new projects and leases. I also managed the organization’s community & stakeholder engagement. As a Loan Officer at PIDC, I am responsible for guiding projects through the financial process, including qualification, underwriting, and closing. I work with a variety of funding sources, including Tax-Increment Financing, HUD 108, and New Market Tax Credits.”
“I’m brand new to Philadelphia, but already enjoying the city’s bike trails and active food, music, and cultural scene. Some of my favorites so far have been the Rosenbach Museum, a concert at Johnny Brenda’s, and pizza at Santucci’s.”

“Here, I can continue to be an effective resource to small businesses, real estate developers and non-profit organizations. My interest in joining PIDC lies in my desire to make a meaningful contribution to economic development in Philadelphia. Advancing neighborhood revitalization and supporting business growth in Philadelphia is the broader theme consistent in my community and economic development career of nearly ten years. I’ve had the privilege of working on both the for-profit side and non-profit side of economic development, from community development corporations to a commercial real estate development company.”
“My success building relationships with business owners and organizational leaders is at the core of my professional expertise and skills and, in part, informs my marketing strategies and business development approach. Essentially, I’m an ambassador of PIDC. As such, I engage with small to mid-sized businesses and real estate developers, both for-profit and non-profit, that can benefit from PIDC’s specialized lending products and economic development resources. As Director of Business Development, I pursue opportunities to identify, secure, and cultivate relationships and strategic partnerships that will maximize the impact of our investment in every corner of Philadelphia. It’s exciting to learn about Philadelphia’s economic development history and be directly involved in efforts to maximize opportunities in new industries for growing businesses. I look forward to befriending business owners and supporting good business people.”
